Other Issues for Later Conventions

The two other issues that I think ought to be discussed by separate Conventions, with delegates elected for their stated policies on those issues, are

  1. whether we should have a full Bill of Rights in the Constitution - in addition to the basic political, legal and administrative-law rights that I've proposed in other files.

  2. whether the federal system needs change - in either a centralist or a more States- rights direction
.
